(二)项目内容:海洋水下生产系统项目包括水下生产系统设备制造、水下生产系统工程设计、水下生产系统施工安装等。其中水下生产系统设备制造包括井口设备、采油树、管汇、基盘、控制系统、脐带管、管线、增压系统和水下处理系统等。
二、项目提出的依据及必要性
采用的水下自动对线控位技术和多系统集成的控制研究,对发展水下各类维修和安装技术提供了可借鉴的经验,其水下运动平衡系统及其运动规律的探索和多级控制结构的实现,对复杂流场下的大型运动体有着指导意义,同时还推动了相关制造技术的发展。该装置是浅海海洋石油开发中必不可少的装备,解决了浅海海洋石油开发中石油管道和电缆的巡检和维护的技术难题,对保证海底管线电缆的安全生产和环境保护有着重大的现实意义。它还可用于海底调查、工程地质勘测、地形地貌测绘等多方面的工作,具有重大的技术经济价值和良好的市场推广应用前景。这些设备目前国内还无生产能力,全部市场都由国外公司占领。而深海石油的开发,其井口的完井方式必须是海底完井,因此,今后深海的开发,每口井都要使用水下生产系统。
该项目符合国家产业政策,开发水下生产系统不仅能填补国内空白,减少我国海上石油开采的成本,而且是海洋石油技术发展的必要。
三、市场前景分析
海洋石油水下生产系统最早于1961年应用在北海油田,到目前已有3000套在全球海洋油气田使用,目前的最大水深约为3000米,最高温度达180摄氏度,压力达1000MPa以上。预计今后5年将有2500套投入使用。从我国的产业政策来看,国家高新技术发展计划(863计划),2006年度课题已开始油田水下生产系统的工程设计,因此说市场前景非常广阔。在目前国内市场还是空白的情况下,开发此项目具有深远的经济意义和社会意义。

建设规模及产品方案:该项目建成投产后,年产10套水下生产系统。
五、技术方案及设备方案
(一)技术方案。采用国外公司的先进技术和制造工艺,以及工程的设计和施工经验,开发水下生产系统,使这一技术从一开始既处在国际水平上,使其具有很高的技术水平和很强的市场竞争力。
(二)设备方案。该项目主要生产设备有勘探井口设备采油树、管汇、基盘等。
六、项目投资概算
该项目计划总投资约2亿元,其中固定资产投资1.4亿元,铺底流动资金6000万元。
七、经济效益分析
该项目完工投产后,年产水下生产系统10套,年实现销售收入8亿元,利税1.35亿元,利润1500万元,投资利税率67.5%。

It can also be used in fields as exploit under the sea, engineering reconnaissance, terrain mapping with great technology and economic value and market prospect. These settlements can not be supplied by domestic production at the moment and all the market are occupied by foreign producer.
To exploit the offshore oil underwater production system conforms to current domestic industry policies, which can not only fill the domestic vacuum and lessen the cost of the petroleum exploitation but meet the demands of technique developments of offshore oil.

The offshore oil under water production system was adopted in North Sea Oil in 1961 at the beginning. There are about 3000 set of systems are adopted in offshore oil and gas fields, of which the deepest one is about 3000 meters with pressure more than 1000 MPa. It is forecasted that about 2500 sets will be put into operation in the next few years. The 863 Plan has set out to the technology design and research of the offshore oil underwater production system in 2006 which brings out the bright market prospect. The exploit of the project possesses great economic and socialist significant when the production at home has not yet begun.

As the operation of the project, annual outputs of the underwater production systems are expected to 10 sets. Annual revenue sales of 800 million RMB and profits of 15 million RMB are expected to realize. 120 million RMB can be paid as taxes.
