    在石油工业用钢总量中，油井管约占40%，2000年油井管的消费量约115万吨，国产油井管80万吨，国产化率70%，石油工业用钢质油井管属高技术含量、高附加值产品，技术难度相对较大；2002年国产石油管的市场占有率达80%，产品完全符合美国石油学会API Spec 5CT标准要求。全国每年对石油专用管的需求量大约120万吨，其中套管约占90万吨。特别是随着国际能源供给市场的持续紧张，我国加大了对西部西藏地区、海洋区块的开发力度，国内对石油套管的需求将稳步升高，而对高钢级、高性能石油套管的需求量会进一步增大。
    从国际市场分析，世界石油能源供给的紧张局面，导致了对石油套管的需求持续增长，同时，采购正从高制造成本的西方发达国家转向低劳动成本的发展中国家和地区。随着我国经济迅速发展和经济全球化进程的加快，我国将成为世界主要的生产基地之一。由此可见，该项目市场前景非常广阔。
    四、建设规模及产品方案
    建设规模及产品方案：该项目生产的产品为石油套管，主要用于石油天然气行业的钻采生产。产品规格为：外径：4-20英寸（101.6-508mm），单根长度9-13米，经本项目加工后，成为一端为外螺纹，另一端为拧紧接箍的高钢级、高性能石油专用管材。
    五、技术方案及设备方案
    （一）技术方案。该项目属于大规模流水作业，采用先进生产工艺进行生产。套管加工工艺过程包括探伤、螺纹加工、螺纹检验（齿高、螺距、紧密距、锥度）、接箍机紧、端部通径、水压试验、测长、称重、打标、喷漆、涂油以及综合检验等。
    （二）设备方案。该项目在设备选型上，采用自动化程度高、先进高效节能设备，优先采用从国外技术引进、并经消化吸收后具有国内领先水平的国产设备，以提高套管线的自动化程度、生产效率和生产能力，提高产品档次和水平，达到API Spec 5CT标准要求。主要生产设备为数控管螺纹车床、水压试验机、漏磁探伤机、工业电视监控系统、套管参数仪及房体、交流变频电机等。
    六、项目投资概算
    该项目计划总投资1.5亿元，其中固定资产投资1.1亿元，铺底流动资金4000万元。
    七、经济效益分析
    该项目完工投产后，年产4-20英寸套管及接箍20万吨，其中符合API Spec 5CT标准的套管15万吨，各种特殊套管3万吨，套管接箍2万吨，年实现销售收入15亿元，利税22340万元，其中利润22000万元，投资利税率148.9%。

Experts forecast that by 2010 the situation of international petrol will be tending to more and more fierce and more and more oil fields will be put into operation, leading to great needs for drills. As the casing pipe is a kind of important one-shot settlement in the petrol drilling which are consumed much and hard to reclaim, needs for petrol casing pipes are growing rapidly. Analysis from the current market situation, the shortage of the international petrol supplies are hard to be improved completely and a large development scope still remains for the petrol drilling and the need for the casing pipes will keep hot.

Among total consumption quantities of iron oil well pipes accounts for about 40%, which come to 1.15 million tons in 2000 including 800 thousand tons at home. The iron oil well pipes used in petrifaction belongs to products with high tech contents and high added value as well as high level of difficulty in techno ledge. In 2002 domestic casing pipes have accounted for 80% of whole markets with products conforming to the standard API Spec 5CT of American Petroleum Institute. Every year demands for the petrol pipes were about 1.2 million tons, including casing pipe 900 thousand tons. As the constant nervous situation of the international petrol supply markets, we have increased the exploit in the western regions and ocean. The domestic demands for petrol casing pipes will be more and more hotter, which lead to more needs for petrol casing pipes of high grade.
See from the international markets, the constant nervous situation of the supplies of petrol cause constant demands for the petrol casing pipes. Ⅳ Construction scale and production plan

The products are petrol casing pipes in this program which are applied in auger production. The external diameter ranges from 4 to 20 inches and the length of each pipe is about 9-13cm. Through processing, it can become into special purpose petrol pipe of high grade.

Total investments of this program is about 150 million RMB including fixed assets 110 million RMB and current funds 40 million RMB

Ⅵ Economic benefits

As the operation of the program, annual output of 4-20 inches casing pipes and coupling pipe are expected to be 200 thousand tons, including casing pipes conforming to API Spec 5CT standard of 150 million tons, special casing pipes of 30 thousand tons and casing coupling of 20 thousand tons. Annual revenue sales of 1.5 billion RMB and profits of 220 million RMB are expected to be realized. 3.4 million RMB can be paid as taxes.
